Waterford 3 SES Docket No. 50-382 License No. NPF-38 Waterford 3 Cycle 9 Core Operating Limits Report Gentlemen:
Waterford 3 Technical Specification 6.9.1.11.3 requires submittal of the Core Operating Limits Report (COLR) for each reload cycle, including any mid-cycle revisions or supplements. Please find attached Revision 2 of the COLR for Waterford 3 Cycle 9. This revision involves the following changes:
Revise COLR 3.1.3.1 to resolve a potential problem. COLR 3.1.3.1 could possibly have been read to permit operation with more than one Control Element Assembly (CEA) misaligned from the other CEAs in its group regardless of magnitude provided power was reduced. This change increases the level of detail by dividing this section into two separate statements but does not change its intent or scope.
Revise COLR Figure 4 to provide consistency between it and Figure 5, the Part-Length CEA Insertion Curve.
Revise COLR Figures 6 and 7 to reduce Peak Linear Heat Generation Rate (PLHGR) by 0.2 kw/ft. This change compensates for an error in the Energy Redistribution Factor (ERF) used in the LOCA analysis.

Core Operating Limits Supervisory System Out-of Service (COOS);.
l however, COLR 3.2.7 indicates the acceptable range for ASI with COOS is -
. 0.22 to +0.22.' COLR 3.2.7 is revised to limit ASI to -0.17 with COOS.
