PADUCAH INSPECTION REPORT 70-7001/98-203 Dear Mr. Miller; This refers to the Chemical Process Safety inspection by members of the Nuclear Regulatory l

Commission (NRC) Headquarters staff conducted March 30 to April 3,1998, at your Paducah, j

Kentucky facility. The purpose of the inspection was to determine whether activities authorized l

by your certificate were conducted safely and in accordance with NRC requirements. At the conclusion of the inspection, the findings were discussed with those members of your staff l

identified in the report.

Areas exarnined are identified in the enclosed report. Specifically, the inspectors focused on i

the high risk chemical safety operations associated with the accumulators located at the l.

C-315 Tails Withdrawal facility and the use of chlorine gas on site, specifically at the four Recirculating Cooling Water facilities and the C-611 Water Treatment Plant.

i Based on the results of the inspection, the NRC has identified two unresolved items. The l

details of these items are discussed in the enclosed report. The NRC will review how these items are resolved during our next chemical process safety inspection.

Dear Mr. Miller:

This refers to the Chemical Process Safety inspection by members of the Nucleer Regulatory Commission (NRC) Headquarters staff conducted March 30 to April 3,1998, at your Paducah, Kentucky facility. The purpose of the inspection was to determine whether activities authorized by your certificate were conducted safely and in accordance with NRC requirements. At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the report.

Areas examined are identified in the enclosed report. Specifically, the inspectors focused on the high risk chemical safety operations associated with the accumulators located at the C-315 Tails Withdrawal facility and the use of chlorine gas on site, specifically at the four Recirculating Cooling Water facilities and the C-611 Water Treatment Plant.

Based on the results of the inspection, the NRC has identified two unresolved items. The details of these items are discussed in the enclosed report. The NRC will review hon these items are resolved during our next chemical process safety inspection.
