Dear Mr. Elsen:
On behalf of your friends and colleagues at the U.S. Nuclear Regulatory Commission (NRC),
and, in particular, the Office of Nuclear Material Safety and Safeguards and Region IV, we wish you the very best in your retirement. I want to personally recognize you for your 38 years of faithful and exceptional public service provided to the State of Washington, your participation in the Conference of Radiation Control Program Directors (CRCPD) E-5 Working Group on radioactive waste, your work on NRCs working group on the Branch Technical Position for concentration averaging, and your assistance with the development of the Environmental Monitoring Report for Commercial Low-Level Radioactive Waste Disposal Sites (1960s through 1990s). Your tireless efforts and technical expertise have significantly enhanced Federal and State relations. The nation has benefited from your continued excellence in fostering a positive working relationship among the NRC, CRCPD, the Organization of Agreement States, and related organizations.
As the Director of the Office of Radiation Protection in the State of Washington, you have significantly strengthened the States relationship with the NRC. We are truly grateful for your many contributions and your efforts to help ensure consistent high standards of quality in radiation protection programs across the nation.
We understand that you have recently been elected as peacemaker for the Mohegan Nation in Wisconsin. We find this title befitting for a man with your talents to continue to make a meaningful contribution to society. Our best wishes and thoughts are with you, your son, and your daughter for happiness and good fortune throughout your retirement.
Sincerely, John W. Lubinski, Director Office of Nuclear Material Safety and Safeguards John W.
