SUBJECT: NRC INTEGRATED INSPECTION REPORT NO. 50-443/98-01 AND NOTICE i

OF VIOLATION I

Dear Mr. Feigenbaum:

On March 28,1998, the NRC completed an inspection at Seabrook Station. The enclosed

report presents the results of that inspection.

The station was operated safely during the period. Several examples were noted where

operators and maintenance technicians demonstrated high standards and an excellent

attention to detail by identifying procedural and material deficiencies. Surveillance testing j

was performed well. Engineering provided good support to plant operations during several )

root cause and troubleshooting investigations. We are concerned, however, about two

violations of NRC requirements that were identified. These violations included a failure to

properly control the design and installation of a modification to the residual heat removal

system pump room ventilation system; and, a failure by station personnel to properly )

'

implement radiation worker safety requirements.

The violations are cited in the enclosed Notice of Violation, and the circumstances

surrounding the violations are described in detailin the enclosed report. Please note that

you are required to respond to this letter and should follow the instructions specified in the

enclosed Notice when preparing your response.

The responses directed by this letter and the enclosed Notice are not subject to the

clearance procedures of the Office of Management and Budget as required by the f,  ;
