Comments of Commissioner Dicus on SECY-98-040 I approve the publication of the firial rule that would add vitrified high-level waste (HLW) to the forms of plutonium that are exempt from the double-containment transportation packaging requirements. I recommend that the Background section of the Federal Register Notice and the Environmental Considerations section of the Environmental Assessment include the Idaho National Environmental and Engineering Laboratory (INEEL) as a location from which DOE plans to ship the vitrified HLW.
