SUBJECT: NRC INSPECTICN REPORT 50 382/9719

Dear Mr. Dugger:

An NRC inspection was conducted September 22 26,1997, at your Waterford Steam

. Electric Station, Unit 3 reactor facility. The enclosed report presents the scope end results

of that inspection.

Your land vehicle control program, including the vehicle barrier system, its bomb blast

analysis, and procedure controls was examined during the inspection, in addition, portions

of your physical security progrem were inspected.- We determined that your land vehi::le

control program for the protection of malevolent use of vehicles was in accordance with

regulatory requirements.

It is our understanding that, during the exit meeting on September 26,1997,

Mr. Ted Leonard, General Manager, Plant Operations stated Entergy Operations, Inc., will-

revise the bomb blast analysis to identify protection requirements for vital equipment

contained in the fuel handling building. Please confirm this regulatory commitment in

writing within 30 days of the date of this lettar that our understanding of _this commitment
