ISLAND NUCLEAR POWER STATION (TAC NO. M85615)

Dear Mr. Langenbach:

By letter daic s November 23,1997, you informed us of your December 1999 schedule l

commitment for implementing Thermo-Lag 330-1 fire barrier corrective actions at Three Mile lsland Nuclear Station, Unit No.1 (TMI-1). Due to NRC staff concems that Thermo-Lag l

corrective actions have not been completed at TMI-1 to date and to preclude any schedule slippage, we plan to modify the TMI-1 license by order to make this commitment a requirement.

If GPU Nuclear Corporation consents, we plan to incorporate the commitment into a Confirmatory Order Modifying License (Order) as follows:

GPU Nuclear Corporation et al., shall complete final implementation l

of Thermo-Lag 330-1 fire barrier corrective actions at Three Mile l

Island Nuclear Station, Unit No.1, described in the GPU Nuclear l

Corporation submittals to the NRC dated February 10,1994, December 5,1994, July 7,1995, August 16,1996, November 5, i

1996 December 31,1996, August 19,1997, and November 23, 1997, by December 31,1999, excluding those corrective actions which are the subject of the pending exemption request dated December 31,1996, and supplemented by letters dated July 31, 1997, September 8,1997 and December 30,1997. A schedule for completion of any activity associated with the items excluded will be determined separately.

By consenting to issuance of the Order confirming the above commitment, GPU Nuclear

Corporation is walving its right to request a hearing on all or any part of the Order. You must sign, as noted on the enclosure to this letter, that you agree to such a commitment on behalf of U

GPU Nuclear Corporation et al., shall complete final implementation of Thermo-Lag 330-1 fire barrier corrective actions at Three Mile Island Nuclear Station, Unit No.1, described in the GPU Nuclear Corporation submittals to the NRC dated February 10, 1994, December 5,1995, July 7,1995, August 16,1996, November 5,1996 December 31,1996, August 19,1997, and November 23,1997, by December 31,1999, excluding those corrective actions which are the subject of the pending exemption request dated December 31,1996, and supplemented by letters dated July 31,1997, September 8,~

1997 and December 30,1997. A schedule for completion of any activity associated with the items excluded will be determined separately.

GPU Nuclear Corporation also agrees to incorporating this commitment into a Confirmatory Order Modifying License (Order) that will be effective immediately upon issuance. I recognize that by signing below, GPU Nuclear Corporation et al. consents to the issuance of an immediately effective Order incorporating the above commitment and, by doing so, pursuant to 10 CFR 2.202(a)(3), GPU Nuclear Corporation et al. will not have a right to request a hearing on all or any part of this Order.
