United States Enrichment Corporation (USEC) - Portsmouth Gaseous DitTusion Plaint (PORTS)- Docket No. 70-7002 - Completion of the Operational Readiness Review (ORR) for the X-705 Cylinder Cleaning Facility This letter provides notification of the completion for the following regulatory commitment for the completion of the Highly Enriched Uranium (HEU) ORR for Phase II of the X-705 Cylinder Cleaning Facility - West Annex. In a letter to DOE dated July 17,1996, USEC stated that we expected to complete the HEU ORR for the X-705 Cylinder Cleaning Facility Phase II - West Annex (without cylinder cutting station and includes 5 inch cylinder cleaning), by August 8,1997.

This letter provides notification that, per the above regulatory commitment, USEC has completed the Highly Enriched Uranium (HEU) ORR for Phase II of the X-705 Cylinder Cleaning Facility - West Annex. The ORR identified that there are three items that whose completion is dependent upon the completion of the DOE Operational Readiness Evaluation (ORE) and issuance of the DOE Safety Evaluation Report. These items are the Chemical Operating Procedures, Nuclear Criticality Safety Analysis (NCSA) implementation and Operational Safety Requirement (OSR) f review. Therefore, USEC requests that DOE commence with their ORE of this activity.
