SUBJECT: NRC INSPECTION REPORT 50-445/97-16;50-446/97-16
Dear Mr. Terry:
An NRC inspection was conducted July 22 25, 1997, at your Comanche Peak Steam
Electric Station, Units 1 and 2 reactor f acilities. The enclosed report presents the scope
and results of that inspection. Followup conversations were held on August 5 and 7,
1997, to discuss additional information that Locame available after the July 25,1997, exit
meeting and a change in the characterization of two issues. One issue involved habitability
controls in the operations support center, and the other issue involved the description of
the emergency response organization in the site's emergency plan.
The inspection includeo implementation of your emergency plan and procedures during
your biennial emergency preparedness exercise. Overall, the performance during the
biennial exercise was good; however, one exercise weakness, which could have affected
the safety of plant personnel, was identified. The exercise weakness pertained to the
failure to provide sufficient radiation protection coverage for emergency teams. Instances
where ernergency response organization members did not adhere to procedures and
position checklists detracted from the overall performance. The exercise weakness is
discussed in Section P4.4 of the enclosed inspection report.
Exercise weaknesses, according to 10 CFR Part 50, Appendix E.IV.F.2.g, are inspection
findings that need to be corrected by the licensee. Therefore, you are requested to provide
this office with a description of your corrective measures and your schedule for completing
these actions within 30 days after receipt of this letter,
in addition to the exercise weakness, one unresolved iter" was identified concerning the
description of the emergency response organization in thu emergency plan. This matter is-
discussed in Section P3 of the enclosed report. This item is unresolved pending the
outcome of NRC's review of Revision 25 to the site's emergency plan. This unresolved
item is of concern because it appears that changes to the emergency response organization
were not reflected in the emergency plan, and the existing process for making changes to
the emergency response organization appeared to establish a means to circumvent the
10 CFR 50.54(q) review process.
