Dear Mr. Gresham:

As you are aware, my staff has been pursuing the possibility of establishing a node on the DOE Emergency Communication Network (ECN) at our Operations Center in Rockville, MD. The purpose of this letter is to describe the user needs of our organization as applied to the ECN.

Our primary requirement under the ECN is to provide a low-cost method for electronic transmission of FRMAC-related data to the NRC Operations Center during events at NRC-licensed facilities. The current method of faxing the results of surveys and AMS overflight data is slow and delivers a low quality rendition of graphically presented data. Connection to the ECN would allow us to share response information electronically during event response, providing more timely and usable information.
