Box 128 Waterford, Connecticut 06385 - SUBJECT: EMERGENCY PREPAREDNESS INSPECTION OF THE MILLSTONE STATION EMERGENCY PREPAREDNESS PROGRAM FOR RESTART (50-245,336, 423/98-80) - Dear Mr. Bowling: - This letter refers to the emergency preparedness (EP) program inspection led by Mr. D. Silk, at Millstone Station, Waterford, Connecticut, during the period of February 23-26,1998. The purpose of this inspection was to review your corrective actions to issues identified by the NRC and documented in inspection Report 97-81 and to assess the overall status of the Millstone EP program with respect to startup. During this inspection, the inspectors were able to close three violations documented in Inspection Repon 97-81. The fourth violation, regarding changes to the emergency plan (the Plan), will be addressed by an on-going NRC review of Revision 24 of your Plan. However, during this inspection, the inspectors identified new issues. The inspectors .. confirmed the existence of numerous longstanding problems associated with the post accident sampling system (PASS) for Millstone Unit 3. Due to the nature of the PASS problems, those findings will be documented in a subsequent inspection report. The inspectors also noted that the Millstone staff had identified that a lapse occurred in tracking respirator qualifications for members of your site emergency response organization. This resulted in expired qualifications and a violation of Plan requirements. Because you identified and have provided for appropriate corrective actions, NRC is not citing this Plan violation. Finally, a review of a recent Nuclear Oversight audit of the EP program indicates further corrective actions are required by the Emergency Preparedness Services Department to address issues raised by the audit. Therefore, pending the outcome of the NRC review of your Plan, the status of the PASS program, and the Nuclear Oversight's audit findings, Significant issue List Numbers 43,16, and 83 for Units 1,2, and 3, respectively, will remain open with respect to startup.
