% # March 17, 1998 ALL AGREEMENT STATES OHIO, OKLAHOMA, PENNSYLVANIA TRANSMITTAL OF STATE AGREEMENTS PROGRAM INFORMATION (SP-98-018)

Your attention is invited to the following:

INCIDENT AND EVENT INFORMATION... . . . .XX USE OF THE NUCLEAR MATERIAL EVENTS DATABASE (NMED)

AS A CENTRAL LISTING OF LOST OR STOLEN SEALED SOURCES AND DEVICES PROGRAM MANAGEMENT INFORMATION.. .

TRAINING COURSE INFORMATION.. . .......

TECHNICAL INFORMATION... . . . . . . . . . ..

OTHER INFORMATION... . . . . . . . . . . . . . . . . . . .

Supplementary Information: During the previous monthly conference call between the Organization of Agreement States (OAS) Executive Board and NRC staff conducted on February 11,1998, OAS expressed a concern over the need for a central listing, or database, to identify alllost or stolen sealed sources and dev;ces in the U.S. All participants agreed that the Nuclear Material Events Database (NMED) system could be used for this purpose, provided all events were reported, event information was updated and properly closed, and if a limited I amount of supplementary information is provided. Currently NMED contains reports of lost or stolen sealed sources and devices; however, the manufacturer, model and serial number \

information is not complete for some records. Since such information will help identify any lost or stolen sealed sources and devices when recovered, NRC and OAS are encouraging Agreement States (AS) to request their licensees to provide complete information on the manufacturer, model and serial number when reporting lost or stolen sealed sources and devices. Such a practice will be initiated by NRC Headquarters and Regional materials program staff for NRC licensees reporting such events. The NRC and AS staff should ensure that the information, provided by their licensees, is entered into the NMED system. NMED can become a comprehensive single database of information on lost or stolen sealed sources and devices with a coordinated effort by all AS and the NRC.
