The Honorable Shirley Ann Jackson, Chairman --

Nuclear Regulatory Commission 11555 Rockville Pike Rockville, Maryland 20852

Subject:

Decommissioning of Trojan Nuclear Plant:

Removal of Reactor Vessel

Dear Chairman Jackson:

I am writing this letter as Mayor of the City of Rainier and on behalf of the Rainier City Council shipment of the to express our support of PGE's proposed one-piece removal and one P s Trojan reactor vessel. PGE has been a supportive corporate citizen for me ' / ears, operated the Trojan Nuclear Plant responsibly for approximately 17 years, and is currently decommissioning the Plant in a prudent, responsible manner. PGE successfully removed and shipped major components from the Plant during the large component removal project.

It is our understanding that the alternative to the one-time shipment of the reactor vessel would be to segment the internal components of the reactor vessel and dispose of them separately, resulting in multiple shipments. The multiple shipments would result in increased public exposure to radiation and higher occupational radiation dose to Trojan workers, many of whom are members of our community.

It seems that PGE has gained valuable experience from the large component removal project that can be directly applied to the one-piece removal and one-time shipment of the Trojan reactor vessel. It also seems logical that a single shipment would pose less risk to the health and safety of the public than multiple shipments.

As Mayor of Rainier and neighbor of the Plant, the City Council and I urge you, as you review PGE's proposed one-time shipment of the 'Irojan reactor vesset, tv Lousides th6 advantagcc of a single shipment and weigh the potential consequences of cutting up the internal components of the reactor vessel and making multiple shipments.

We look forward to the results of your review with great interest.

Sincerely,

&W W Chuck Eddings, Mayor
