Dear Mr. Kingsley:

On March 13,1998, the NRC completed an inspection at your Zion 1 and 2 reactor facilities. The
enclosed report presents the results of that inspection.
Performance during this inspection period was adequate; however, there were several instances
of deficient personnel performance. Plant managem6nt's response to the instances of deficient
personnel performance was effective in re-focusing station personnel's attention on the safe
conduct of work and contributed to the uneventful completion of the Unit 2 core offload.

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its
enclosure will be placed in the NRC Public Document Room.
