Powers, Plant General Manager l Big Rock Point Nuclear Plant , Consumers Energy Company 1 10269 US 31 Nodh Chartevoix, MI 49720 i SUBJECT: NRC INSPECTION REPORT NO. 50155/97009(DRP) Dear Mr. Powers: On August 4,1997, the NRC completed an inspection at your Big Rock Point Nuclear Plant. The enclosed report presents the results of that inspection. During the 6 week period covered by this inspection, operations, maintenance, and engineering activities were generally performed satisfactorily. However, the NRC was concerned about two issues identified during this inspection period. The first issue involved lack of a questioning attitude during the repairs to the equipment lock door, resulting in a hydraulic leak and the potential to breach containment. The second issue was inadequate engineering support noted during the work activities to repair the number two spent fuel pool heat exchanger tubes. Engineers improperty translated eddy current data, resulting in a failure to plug two degraded heat exchanger tubes. Also, engineering personnel could not provide justification for the plugging criterion provided prior to the start of work activities, resulting in the need to reanalyze and establish new tube plugging criteria. Attention to detail and questioning attitudes by plant - staff and management at Big Rock Point will be key factors in ensuring that the upcoming dismantlement of plant systems will be performed in a manner that complies with regulatory requirements and will maintain public health and safety. Good work control processes were noted during the spent fuel bundle reconstitution. Also, good radiological performance was noted in support of both a fuel bundle reconstitution and the SFP heat exchanger repairs. No violations were cited based on the results of this inspection.
