NRC RADIATION PROTECTION INSPECTION REPORTS 50-282/98004(DRS);

50-306/98004(DRS)

Dear Mr. Wadley:

On March 20,1998, the NRC completed an inspect;on at your Prairie Island Nuclear

Generating Plant. The enclosed report presents the results of that inspection.

Areas examined during the inspection included the calibration of area and process radiation

monitors, post accident monitor training and operation, radiation protection performance during

the recent refueling and forced outages, and measures to maintain the plant's radiation dose As

Low As is Reasonably Achievable (ALARA). Within these areas, the inspection consisted of a

selective examination of procedures and representative records, observations, and interviews

with personnel.

Overall, radiological controls were effective in maintaining a reasonable collective dose for the

work accomplished during the Unit i refueling outage and the Unit 2 forced outage. The

performance of the radiation protection staff and various radiation workers indicated a strong

ALARA focus. However, weak communication between work crews involved in the Unit 2

forced outage resulted in unnecessary radiation dose to the workers. The oversight of the

radiation monitoring system calibrations was notably improved, control of high radiation areas

was effective, and the post-accident monitors were well managed.

No cited violations of NRC requirements or open items were identified.

In accordance with 10 CFR 2.790 of the NRC's " Rules and Practice," a copy of this letter and its

enclosures will be place in the NRC Public Document Room.
