DESIGNATION OF ASSOCIATE COMPETITION ADVOCATE FOR CONTRACTING ACTIVITIES CONDUCTED IN THE DIVISION OF LICENSING PROJECT MANAGEMENT Pursuant to Section 03 of Management Directive 11.7, "NRC Procedures for Placement and Monitoring of Work with the U.S. Department of Energy (DOE)," I hereby designate you Associate Competition Advocate (ACA) for contracting activities conducted in tho Division of Licensing Projer ' Management. By memo dated July 19,1999, I had designated Suzanne C.

Black as ACA f' 9e Division. Since that time, I have requested Ms. Black to have line responsibility' 1e Division's contracting activities, therefore, she can no longer serve as Division ACA. n copy of MD 11.7 is attached for your use. Section 0311 of MD 11.7 describes j

the responsibilities of the ACA as follows:

1 Reviews each proposed project for placement of work through DOE and ensures that NRC Form 367, " DOE Source Selection Justification," meets the criteria established in Part II, Section (D) of Handbook 11.7 (a).

Reviews all statements of work for projects proposed to be placed with DOE and

- recommends alternate sources to accomplish the work, when appropriate (b).

Reviews projects with an average annual estimated cost of $1 million or more to ensure that work does not unnecessarily duplicate or overlap with other NRC projects already proposed, in progress, or completed. The ACA shall circulate the project statement of work to appropne rifices for review to determine if proposed work duplicates other NRC projects (c).

The 11.7 Handbook, Part I, paragraph E, provides further detail on the responsibilities of an ACA:

The Associate Competition Advocate performs an independent review of the justification to determine if the facts and rationale presented support the conclusion found in the criterion used to justify placement of work with DOE. (c)
