NRC REGION 1 INTEGRATED INSPECTION REPORT NOS. 50 317/97-05

AND 50-318/97-05 AND NOTICE OF VIOLATION

Dear Mr. Cruse:

This report transmits the findings of the safety inspection conducted by NRC inspectors at

the Calvert Cliffs Nuclear Power Plant from July 27,1997 to September 13,1997. The

enclosed report presents the results of that inspection. At the conclusion of the

inspection, these findings were discussed with Mr. Katz and others of your staff.

Overall, the NRC has concluded that your facility was operated in a safe manner. During

the period, plant operators tripped a circulating water pump and rapidly reduced Unit 1

power in response to jellyfish clogging a plant intake screen. At the end of the period,

Unit 1 was shutdown to initiate a repair of a reactor coolant pump seal. In both cases, the

reactor was controlled in an effective manner with an appropriate focus on safety.

Engineering support in monitoring the reactor coolant pump seal performance and -

supporting the seal replacement outage was notable.

Based on the results of this inspection, the NRC has determined that two violations of NRC

requirements occurred. These violations are cited in the enclosed Notice of Violation

(Notice) and the circumstances surrounding them are described in detail in the enclosed

inspection report. The violations are of concern because they involve a failure to promptly

identify and correct problems before equipment failures occurred. In the first case, actions

were not taken to preclude repeated failures of emergency lights even though some

lighting failures were observed each time the lights were tested. Although the rervice life

for some emergency lighting batteries was reduced by temperature, tracking of service life

had not been effective in preventir.g repeated failures. The second violation involved a

failure to identify and correct problems with compression fittings used in plant systems,

including the reactor coolant pressure boundary. As identified by your staff, failures of

compression fittings first occurred in 1992, with additional problems in 1993 and 1995.

However, corrective actions were delayed and preventive action was not taken until af ter

the failure of a pressurizer pressure instrument occurred on May 29,1997.

You are required to respond to this letter and should follow the instructions specified in the

enclosed Notice when preparing your response. The NRC will use your response, in part,

to determine whether further enforcement action is necessary to ensure com,Wance with

regulatory requirements.
