Report W6211-08/99, is being submitted for your use. This document describes the "Best p 1

Estimate Failure Model" previously used by NRC for modeling reactor coolant pump (RCP) s6,a!

failures under loss of seal cooling (LOSC) conditions. This document is based on numerousl studies and reports that have been performed by and for NRC ae part of GSI-23, as well as,'

industry documents.

t The report provides a description of the various RCP seal designs, the seal failure mechanisms, j

and associated failure probabilities and leakage rates for a LOSC event or condition. An acceptable approach 'or modeling the seal f ailures and for incorporating the results into a PRA is provided. This general approach is generic and can be applied to any design of RCP seal for which the detailed information is available.

The report also provides an in-depth, detailed example of the application of this method to the Westinghouse RCP seal. This example is based on the "Best Estimate Failure Model" derived from the GSI-23 research and is necessarily somewhat complicated.

This report is non-proprietary, having been reviewed and approved by Westinghouse as containing no proprietary information. The document has now been placed in the NRC public j

document room.
