Dear Mr. Ratliff:
Thank you for your letter requesting Federal agency support for the Comanche Pe:sk Ingestion Exercise scheduled for next summer. There will be a number of ingestion exercises rext calendar year and it is our goal to participate with an Ingestion Team (2-4 knowledgeaUe staff) in all of them.
We believe that we can support most of your request for Federal assistance. Our positions on your specific requests are as follows:
REQUEST:
We are requesting certain elements of the Federal Radiological Monitoring and Assessmert Center (FRMAC), Nuclear Regulatory Commii.::bn (NRC),
Department of Energy (DOE), Federal Emergency Management Agency (FEMA), and Environmental Protection Agency (EPA).
STATUS:
We believe that we can provide a 2-4 person team consisting of staff from our Region IV office and Headquarters. The Department of Energy has agreed to participate with a " Command Post FRMAC" with minimal management and technical function representation. We will coordinate the participation of the Advisory Team on the Environment, Food and Health with representatives from

the Department of Agriculture (USDA), Health and Human Services (HHS), and y
EPA. Radiological Assistance Program (RAP) support for Texas field team operations can be requested directly by 'he state through your DOE regional

office; however, if you need our help in cbtaining this support ws will be glad to assist. EPA laboratory moport may be difficult but we will pursue that asset.
Our Region IV office will contact FEMA Region VI to obtain their participation.
REQUEST:
We are requesting simulated information which would be available if an AMS flight were conducted.

At this time, it does not appear likely that the DOE or its contractor, Bechtrel Nevada are able to support this request.
Thank you for your early request for coordinated Federal participation in the Comanche Peak intermediate phase exercise. We will work with you in making this exercise a worthwb5e experience for Federal and State responders alike.
