Dear Mr. Sellman:

This letter refers to an investigation conducted by the NRC Office of Investigations (01) at Maine Yankee to determine whether Maine Yankee Atomic Power Company (MYAPCo) willfully provided inaccurate information to the NRC regarding the inadequate capacity of the Atmospheric Steam Dump Valves necessary to cope with a beyond design basis translont involving an inadequate core cool!ng event, and whether MYAPCo delayed proposed modifications to increase the relief capacity.

Based on the findings of this investigation, Ol determined that MYAPCo willfully provided inaccurate information regarding this issue in a 1986 submittal of their Procedures Generation Package. A copy of the synopsis of 01 Report 196 025is enclosed for your information. The NRC is evaluating this information for potential enforcement action. We willinform you of our decision by separate correspondence at a later date.

In accordance with 10 CFR 2.790, a copy of this letter will be placed in the Public Document Room.
