Charles: Attached is my first cut of a draft All Agreement State letter on the status of extemal regulation of DOE. I have plagiarized liberally from the Chairman's transmittal letter to Congress in an effort not to create anything new.! Can your staff send me an electronic version of the Chairman's letter to Murkowski?
