Task Order No. 3, entitled, " Technical Assistance for Ukraine MPC&A under the CTR Program: Development of a Reactor Safety System Vital Area Analysis Training Course and Associated Physical Protection Practices." under Contract No. NRC-02-98-005 in accordance with Section G.6(b), of the subject contract, this letter definitizes the subject task order. This effort shall be performed in accordance with the enclosed Statement of Work and the contractor's technical proposal dated March 10,1998.

Task Order No. 3 shall be in effect from the date of this task order through May 29,1998. The total estimated ceiling for this task order is $21,251.00 of which $22,145.00 represents the estimated costs inclusive of FCCM and $1,106.00 for fixed fee. The amount obligated for this task order is $23,251.00.

1.0 BACKGROUND

Under the aegis of the U.S. initiative for nuclear weapons safety, security, and dismantlement known as the Comprehensive Threat Reduction (CTR) Program, the U.S. Department of Energy (DOE) and the U.S. Nuclear Regulatory Commission (NRC) are engaged in establishing bilateral technical assistance programs with Ukraine in the nuclear material safeguards areas of material control and accounting (MC&A) and physical protection. The objective of U.S. assistance is to help Ukraine improve its capabilities to effectively safeguard nuclear material. The assistance will be carried out~under a bilateral agreement for cooperation, and it is supported by funds authorized by Congress in the Soviet Nuclear Threat Reduction Act of 1991 (Nunn-Lugar).

Regulatory programs for safeguarding nuclear material in the Former Soviet Union (FSU) are virtually nonexistent. The Ministry of Environmental Protection and Nuclear Safety (MEPNS) has been established as an independent authority for overseeing Ukrainian nuclear safety and safeguards programs. MEPNS has acknowledged serious deficiencies in staffing and technical resources, and it has expressed strong interest in U.S.

assistance. Effective MC&A and physical protection are critical to. safeguarding strategic nuclear materials in support of nonproliferation goals. In the interest of nonproliferation, improvements are needed in national regulatory oversight to ensure nuclear materials in Ukraine are effectively protected.

The U.S. and Ukraine signed an Agreement in September 1993 for joint cooperation in MC&A and physical protection using Nunn-Lugar funds under the CTR program. A Ukrainian Project Plan has been developed and approved which contains certain proposed projects to be carried out in cooperation with MEPNS and other agencies.

2.0 OBJECTIVE One of the activities defined under ths program plan for cooperative efforts is a request by. MEPNS for NRC to provide a training course based on U.S.

processes for defining reactor safety equipment which should be protected as vital and criteria and guidance documents utilized. This task addresses that activity.

3.0 TECHNICAL AND OTHER SPECIAL QUALIFICATIONS RE0UIRED Contractor shall furnish technical staff members that have experience with NRC Physical Protection regulations, methodologies and practicles related to protection of Nuclear Power plant safety systems. Familiarization with Reactor Facility System Analysis Reports and Sabotage Fault Trees as well as analytical methods for identifying specific combinations of certain critical equipment, plant and other non-essential equipment which, if disabled, could cause core damage is also desirable.

4.0 LEVEL OF EFFORT It is estimated that this task will take approximately 184 hours0.00213 days <br />0.0511 hours <br />3.042328e-4 weeks <br />7.0012e-5 months <br /> to complete.

5.0 PERIOD OF PERFORMANCE The period of performance for the work specified in this task order shall comence on the effective date of the task and shall continue for approximately 2 months from that date.

6.0 OBJECTIVE The objective of this task is to develop instructional materials to include a lesson plan, view graphs hand-out reference material, etc. for use in presentation of a reactor systems analysis training course.

7.0 SCOPE OF WORK The course will be presented to Ukrainian inspectors and representatives from facilities (and possibly other agencies) to provide information about defining critical equipment and associated protective strategies utilized in the U.S.

The PO will_ provide-a representative to assist NRC in the presentation of the the course. The contractor shall satisfactorily complete the following:

28.0 ' MEETINGS AND TRAVEL .

It is anticipated that 1 trip by up to-two contractor representatives to NRC Headquarters may be: required to review the results of the course compilation process. For pricing purposes, estimate two representatives.

. A contractor representative 'shall also accompany NRC to Kiev. Ukraine to present the course during the April 1998 time frame, as described in 7.0 (3) above. As contractor representative will be in-country during this timeframe, travel costs from U.S. and return will be covered under a separate task order under this contract.

9.0. NRC-FURNISHED MATERIAL This is addressed in 7.0 (1) above.

10.0 CONTRACTOR-ACQUIRED MATERIAL NRC must be notified in writing when acquisition of any capital. FIP or word-processing equipment is anticipated.

11.0 DELIVERABLE PRODUCTS / SCHEDULE This task shall be completed according to the following schedule:

INSTRUCTORS AGENDA, VIEWGRAPHS AND WORKBOOK / Award Date + 3 weeks.-

PARTICIPATE IN WORKSHOP / Travel Initiation + 4 Days.

PREPARED TRIP REPORT / POST WORKSHOP + 4 Weeks.

12.0 TECHNICAL DIRECTION Michael Warren is designated the NMSS technical monitor.

Technical instructions may be issued from time-to-time during the duration'of this-task. Technical instructions shall not constitute new assignments of work or* changes of such nature as to justify an' adjustment in cost or period of performance.
