Dear Mr. Woolley:
Because of your expressed interest, the Nuclear Regulatory Commission (NRC) has recently Lincreased allocated staff resources during this fiscal year for pre-licensing efforts on the expected s application by United States Enrichment Corporation (USEC) for a construction and opera *ing I ' license for a uranium enrichment facility using Atomic Vapor Laser Isotope Separation (AVLIS)

~To fully utilize these resources this fiscal year, USEC should submit, for NRC review, those
, portions of your application which are not site specific. In addition, in order for the NRC to continue to dedicate these resources to your program, we request that you provide a schedule for documents you plan to submit this fiscal year. We also request that you provide us similar

' discussions have been cond ed, as well as a visit to the AVLIS pilot plant in Livermore,
- Califomia, our resource expend re to date has totaled only a small part of the allocated 2.0 FTE for AVLIS-related efforts. We are noemed that our resource allocations may need to be
- adjusted to property reflect the curre situation.
Because most of the allocated 2.0 FTE re ins unexpended halfway through the fiscal year, it appears uncertain that USEC will fully utilize 's FTE in this fiscal year. In order for the NRC to make a decision concoming the continued dedi ion of these resources, we need input from USEC. Therefore, we request that you provide a s edule for submittal of documents for pre-licensing review for the balance of this fiscal year, also request that you provide us similar
'information for the period of time prior to submittal of th 'coriss application by USEC, and your best estimate of the expected application date.
