OF MEETING BETWEEN NASA AND NRC STAFF The subject meetin' g convened 'at 8:30 a.m. on September 29,1999, at the NRC One White Flint North offices. . This meeting discussed the proposed decommissioning plans for the NASA Plumbrook Test and Mockup Reactors.e The participants were Jim Lyons, Deputy Ch%f, Events Assessment, Generic Communications, and Non-Power Reactors Branch (REXB), NRC,

Polich, Decommissioning Project Manager, NASA Glenn Research Center, Mark Kessinger, Project Manager, U.G. Army Corp of Engineers, Julie Peterson, Health Physicist. U. S.' Army Corp or Engineers, Chuck Fellhauer, Manager D & D Operations,

- Argonne National Lab, Jim Hammelman, Senior Engineer, SAIC, Joe Price, Senior Engineer, SAIC, and Ray Wittman, Licensing Project Manger, Rio Technical Services; 1 After introductions, NASA confirmed that Mr. N/essell's organization will be responsible for decommissioning activities. NASA then described their pre-decommissioning activities, and their plans for s'ubmitting a decommissioning plan, associated Technical Specifications, and an environmental report. NASA also discussed their processes for changes to decommissioning o ' plans following 10 CFR 50.59 and options for decommissioning and license termination of their facilities.

. NASA 'also indicated plans to interact with the public. They plan ~a media day on October 29, an open house on October 30, and a meeting on November 3- 1999.
