Background
j By letter dated April 17,1997, (BECo letter 2.97.044), we replied to notice of violation 97-01-02 by committing to implement a design change to permanently resolve the "all-rods-in" issue by the end of the first quarter of 1998, unless the modification could not be installed on-line.
i Reason for Chanae l
During development of the originally proposed modification, a preferable, less system-intrusive modification evolved as a result of analyzing December 1997 scram data. This modification will result in timely "all-rods-in" information being I
available to the control room.
