SUBJECT: SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP)

REPORT 50-382/98-99

Dear Mr. Dugger:

Enclosed for your review is the SALP report for Waterford Steam Electric Station, Unit 3, for the

period December 1,1996, through March 21,1998. A public meeting to discuss this repod with

you and your staff has been scheduled at the Waterford 3 Energy Center on May 12,1998, at

9 a.m. (CDT). During this meeting, you are encouraged and expected to candidly comment on

our report. Although this meeting is a forum between Entergy Operations, Inc. (Eatergy) and the

NRC, it will be open to observation by members of the public and other interested parties.

In accordance with NRC policy, I have reviewed the recommendations of the SALP Board and

concur with its ratings and views. During this evaluation period, overall performance at

Waterford 3 improved. The Plant Operations, Maintenance, and Plant Support functional areas

continued to be rated Category 2, reflecting good safety performance. The Engineering

functional area improved and was rated Category 2, but requires continued management

attention to improve corrective action activities and achieve consistent performance.

issues were effectively addressed. Nevertheless, opportunities for additionalimprovements

were apparent in several areas affecting plant operations, including procedures and human

performance.

in the Maintenance area, the plant operated reliably following an extended refueling outage. A

number of programmatic enhancements were implemented to improve planning, scheduling,

and maintenance efficiency; however, deficiencies involving the implementation of the welding

program indicated a need for increased oversight of welding activities. While significant

progress was made in addressing safety-related hardware problems, additional effort is needed

to address other long-standing or recurring equipment problems.

In the Plant Support area, good performance was noted in the areas of radiological protection,

emergency preparedness, and fire protection. Acceptable performance in the security area

resulted from a number of problems, some of which were similar to those noted in the previous

SALP report.

In the Engineering area, the ability to identify emerging issues that affected equipment

operability was substantially improved. Althougn the NRC staff observed increased sensitivity

for maintaining the integrity of the design and licensing bases, problems continue to exist in this

area. Engineering's performance, in the identification of conditions adverse to quality and

prioritization of corrective actions, was less effective than the rest of the organization. Several

licensing submittals also reflected a need for improvement.

Overall, your self-assessment activities improved the identification of conditions adverse to

quality at Waterford 3. Audits performed by quality assurance personnel were generally

comprehensive and critical, and organizational self-assessments contributed to the overall

improved performance.

In accordance with Section 2.790 of the NRC's " Rules of Practice," a copy of this letter and the

SALP report will be placed in the NRC Public Document Room.

If you have any questions about the SALP report, we would be pleased to discuss them with

you. Although no written response is required, you may submit written comments within 30 days

of the SALP meeting.
