SUBJECT: NRC INSPECTION REPORT 50-483/98-06 AND NOTICE OF VIOLATION

Dear Mr. Randolph:

From March 24-26,1998, a reactive emergency preparedness inspection was conducted at your

Callaway Plant reactor facility. The enclosed report presents the scope and results of that

inspection.

Two' violations of NRC requirements were identified during the inspection. Both violations

involved the failure to meet 10 CFR 50.54(q) when changes were made to the Callaway Plant

Radiological Emergency Response Plan without NRC's approval that decreased the

effectiveness of the plan. In addition, one violation did not continue to meet a 10 CFR 50.47(b)~

planning standard. This violation was of concern because it involved timely augmentation of

your staff for implementing your emergency plan. Appropriate immediate actions were taken to

address the concems raised during the inspection including action to restore staff augmentation

response time goals specified in Revision 20 of the Emergency Response Plan.

surrounding the violations are described in detail in the enclosed report. Please note that you

are required to respond to this letter and should follow the instructions specified in the enclosed

. Notice when preparing your response. The NRC will use your response, in part, to determine

whether further enforcement action is necessary to ensure compliance with regulatory

requirements.
