SUBJECT:

NO COST EXTENSION TO TASKS 10,11,15, AND 17 OF CONTRACT NRC-02-96-004, JOB CODE J5147 Work under Tasks 10,11,15, and 17 of contract NRC-02-96-004, Job Code J5147 has not been completed because the licensees did not provide timely and/or complete responses to Nuclear Regulatory Commission (NRC) requests for additionalinformation (RAI). You are requested to grant a no-cost extension to September 30,1998, to enable completion of these tasks. The scope of work to be completed and the estimated resources to complete the tasks are listed below.

Task 10: Review of Pathfinder Shirlev Basin. WY. Reclamation Plan. Initiallicensee responses to the RAI are inadequate. The actions required to complete the task order include resolution of j

the remaining issues and preparation of a Technical Evaluation Report (TER) related to l

geotechnical issues. It is estimated that $5,000, or about one staff week effort, will be adequate to complete the task.

Task 11: Review of License Amendments: Seismic stabilitv/liauefaction evaluation of sloca at Pathfinder Lucky Mc. WY. site. Potential inadequacies in the licensee slope stability analysis and design must be resolved before the TER can be completed. The licensee is developing a plan of action to address these inadequacies. CNWRA has prepared the TER to the extent possible while awaiting this plan of action. Approximately $5,000, or about one staff week of effort, is estimated to resolve the remaining issues and complete the TER.

Task 15: Review of the Plateau Shootarina Car. von. UT. Reclamation Plan. CNWP.A has submitted a draft TER to NRC. The work requ.,d to complete the task is incorporation of any i

NRC staff comments into the draft TER. Approximately $3,000, or about three staff days of effort, is estimated to complete the task.

Task 17: Review of Enerov Fuels Nuclear. Inc.. White Mesa Mill. Blandina. UT. Reclamation i

N The detailed technical review has been completed. An evaluation of the licensee's i

responses to the RAls will be required. Subsequent rounds of RAls may be necessary, and the draft and final TERs must be prepared. Approximately $20,000, or about four staff weeks of effort, is estimated to complete the task.
