INSPECTION NO. 70-7001/98-202 Dear Mr. Miller-

The Nuclear Regulatory Commission (NRC) conducted a routine inspection of your Paducah, Kentucky uranium enrichment facility's material control aled accounting (MC&A) safeguards program on March 2-6,1998. The inspection focused on the core procedures which the NRC considers critical to implementing your Fundamental Nuclear Material Control Plan commitments. The scope, details, and results of the inspection are contained in the enclosure.

At the conclusion of the inspection, the findings were discussed with members of your staff.

Within the scope of the inspection, no violations were identified. Three prior followup items were revisited, and two were closed. TTwo new open issues are described in the summary and detail of the attached inspection report.

As requested by the United States Enrichment Corporation (USEC) and granted by the NRC, reports containing information related to USEC's MC&A program are exempt from public disclosure. Accordingly, the enclosure will not be placed in the Public Document Room.
