Dear Mr. McGowan:
I am responding to your letter dated September 11, 1997, requesting NRC comments to the State of New York Public Service Comission's Notice Soliciting Comments on Nuclear Power. Although it is appreciated that you are inquiring for NRC input, the NRC has no comments to offer at this time.
However, as a result of the potential impact that utility deregulation and restructuring may have on the ability of licensees to safely operate and decommission their facilities, the Commission has asked us to formalize more of our relationships with groups such as yours. Therefore, I request that you include me as the NRC contact on ysur active party service list.
