Dear Mr. DeLaBarre:
Enclosed for your information is an application dated September 23,1999 from Department of Energy, Savannah River, for a license to export degraded heavy water to Atomic Energy of Canada Limited (AECL) in Canada; in return, AECL will supply upgraded heavy water to the National Institute of Standards andTechnology in Gaithersburg, Maryland.
Inasmuch as Executive Branch views are not required for shipments of heavy water to Canada, we intend to issue the requested license to DOE Savannah River after the required waiting period.
