STAFF REQUIREMENTS - SECY-97-303 "THE ROLE OF INDUSTRY (DSI-13)" AND USE OF INDUSTRY INITIATIVES This is to advise you that the Commission has not objected to the proposed meeting with stakeholders to discuss issues related to (1) the acceptance criteria and review process to use industry initiatives as substitutes for regulatory action, and (2) NRC endorsement of codes and standards, including the potential for streamlining the process. The staff should provide the Commission with an analysis of both areas in separate papers which includes a review of stakeholder comments, identification of resources required and the impacts, and recommendations.

Because it is unlikely the NRC will be able to budget for an additional 10 FTE for earlier l

development of a regulatory position on emerging standards in order to streamline the l

endorsement process, the staff should obtain feedback from stakeholders on how to best use i

the approximately 10 FTEs already allotted to codes and standards endorsement. The staff should look at methods to set priorities, or investigate more efficient methods for the work being contemplated.

The Commission should be informed of cases when the staff proposes to use a technical standard not developed by consensus bodies which require a report to OMB. In such cases, the Commission should be informed of the basis for not endorsing a contensus standard.

The ongoing work in this area should be coordinated with the staff review of the policj guidance in Revision 2 of NUREG/BR-0058,"Regu!atory Analysis Guidelines of the U.S. Nuclear Regulatory Commission."
