NRC INSPECTION REPORT 50 237/97016(DRS)

Dear Mr. Perry:

On August 1,1997, a specialinspection was completed at the Dresden Nuclear Station, Unit 2.

The purpose of the inspection was to assess information regarding the July 27,1997, reactor

vessellevel control problems and subsequent manual reactor trip. This report presents the

results of that inspection.

On July 28,1997, the Dresden Unit 2 control room operators were attempting to shift operating

reccior feedwater pumps. During the foodwater pump shift, the operator at the controls

erroneously determined that the feedwater control system (FWCS) was not functioning correctly

and took manual control of the FWCS. The operator's subsequent Inability to control the FWCS

caused the unit supervisor to direct a manual trip of the reactor. We concluded that the

operator's inadequate evaluation of the FWCS during the pump start was the root cause of the

transient. The material condition of the FWCS, operator training, and procedural weaknesses

,

contributed to the transient. We determined that the event's immediate safety consequence

was minimal as no operational safety limits were approached or exceeded.

We understand that you are planning to meet with us to discuss " lessons learned" from this

operational occurrence and the subsequent investigation conducted by the Dresden Nuclear

Station prompt investigation team.
