MILLSTONE NUCLEAR POWER STATION, UNIT 3 - LICENSE AMENDMENTS

Dear Mr. Carns:

Since March 1997, Northeast Nuclear Energy Company (NNECO) has submitted 21~

license amendment requests, which were identified by NNEC0 as being required prior to restart. The NRC has issued 12 of the 21 license amendment requests with the remaining 9 still under staff review.

Your current schedule specifies November 22, 1997, as the date you plan to be ready for Mode 4 operations. In order for the staff to prioritize the review of the remaining submittals, the staff requests that you identify which of the remaining nine license amendment requests are needed )rior to Mode 4.-

It would also be of benefit for you to identify which of tie license amendment requests are required prior to entry into Modes 3, 2, and 1.

Please respond to this-request within 14 days of the date of this letter.

-In addition, the staff notes that there are additional licensing issues and requests for additional information, which require staff review prior to startup.
