Nuclear Regulatory Commission (NRC) staff's review of rnaterials provided by the U.S.

Department of Energy (DOE) by letters dated February 5,1999, and September 27,1999.

1 REQUEST FOR ADDITIONAL INFORMATION (RAI) i DEPARTMENT OF ENERGY GROUND WATER COMPLIANCE ACTION PLAN FOlt THE SALT LAKE CITY, UMTRA PROJECT SITE DOE is requested to submit, in writing to John J. Surmeier, Chief, Uranium Recovery and Low-Level Waste Branch, Division of Waste Management, Office of Nuclear Material Safety and

Safeguards, U.S. Nuclear Regulatory Commission, Washington D.C. 20555, by November 5,1999, j

the following information:

I 1)

Monitoring should be implemented annually for a minimum period of 5 years. At the end of the 5-year period, an evaluation should be made as to the need for future monitoring.

It should be stated that DOE should receive NRC approval prior to the termination of i

monitoring. MW-131 should be added to the monitoring network due to recent increases in constituent concentrations in this area and due to the future migration of constituents toward the highway infiltration drain at the southeast corner of the site. With the I

cessation of pumping from the Central Valley Water Reclamation Facility (CVWRP) dewatering, it is anticipated that the highway drain will influence site groundwater flovi more strongly. The addition of MW 131 will aid in the effect of this drain on groundwater flow and constituent concentrations.

Documentation that the Vitro water supply well has been plugged, based on state and local regulations, should be provided.

A' discussion of anticipated future on-site groundwater pumping / dewatering is needed.

Sump pumps on-site should also be identified and plotted on a map. Potential risk from these activities should be evaluated.
