SUBJECT: NRC INSPECTION REPORT 50-285/98-05 AND NOTICE OF VIOLATION
Dear Mr. Gambhir:
From March 1 through April 11,1998, a routine, announced inspection was conducted at your

Fort Calhoun Station reactor facility. The enclosed report presents the scope and results of that
l
inspection.
!
During the 6-week period covered by this inspection, your conduct of activities at the Fort
Calhoun Station was generally characterized by safety-conscious operations, sound engineering
and maintenance practices, and careful radiological controls. However, one cited violation of
NRC requirements was identified. NRC inspectors identified that operations personnel failed to
ensure a procedure containing precautions and instructions for lowering the spent fuel pool level
was in use prior to lowering the spent fuel pool level.

The NRC has concluded that information regarding the reason for the violation, and the
l
corrective actions taken to correct the violation and prevent its recurrence, have already been
l
adequately addressed. Therefore, you are not required to respond to this violation unless the
'
description in this report does not accurately re9ect your corrective actions or your position. In
that case, or if you choose to provide additional information, you should follow the instructions in
the enclosed Notice.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
enclosures, and your response will be placed in the NRC Public Document Room (PDR).
