The Core Operating Limits Report (COLR) for Cycle 19, Rev 0, is enclosed. This report provides the l
values of the limits for Cycle 19 as required by Technical Specification Section 6.7.A.7. These values have been established using NRC approved rnethodology and such that all applicable limits of the plant safety analysis are met.
It is noted that this COLR incorporates changes given in a January 26,1998 notification letter from General Electric (Reference 1) with regard to the Safety Limit Minimum Critical Power Ratio (SLMCPR),
and as communicated to the NRC in our SLMCPR License Amendment Request of March 13,1998 j
(Reference 2) as supplemented March 25,1998 (Reference 3).
The COLR reflects a SLMCPR of 1.10 for two-loop operation, and 1.11 for single-loop operation for all fuel in Cycle 19.
The appropriate OLMCPR values in our core monitoring system will be changed prior to plant startup.
