NRC QUAD CITIES SECURITY INSPECTION REPORTS 50-254/98007 (DRS);
50-265/98007(DRS)
Dear Mr. Kingsley:
On April 3,1998, the NRC completed a physical security inspection at your Quad Cities Nuclear
Power Station. The enclosed report represents the results of that inspection.
Areas examined within your security program are identified in the report. Within those areas
the inspection consisted of a selective examination of procedures and representative records,
observation of performance, and interviews with staff. The objective of the inspection effort was
to determine whether activities authorized by the license were conducted safely and in
accordance with NRC requirements. No violations of the security plan were iden4fied in the
areas reviewed.
The security program was well implemented. Security personnel were knowledgeable and
effective in implementing security program requirements. Security equipment appeared to be
working as designed and coordination between work groups to maintain that equipment was
effective. Management activities related to the security program, except for those noted below,
were appropriately focused to maintain effective performance.
One finding not involving a violation was identified and is provided for your information and
review. The finding involved three examples of ineffective management controls that resulted in
less than effective resolution of security problenis. Two involved weak oversight of specific
corrective actions taken by the maintename department. The other involved a weak analysis of
a vehicle control problem by your security management staff that resulted in our identification of
a similar vehicle control problem during this inspection. We acknowledged, however, that once
identified, adequate corrective measures were implemented for each item noted above.
