MEETING WITH GE NUCLEAR ENERGY (GE) ON GE'S PROGRAM FOR POWER UPRATE AT BOILING WATER REACTORS (BWRs) l On August 19,1999, the Nuclear Regulatory Commission (NRC) staff met with GE to allow GE to present their proposed approach for obtaining NRC review and approval of a program to allow for power uprates at BWRs. GE noted that utilities have requested GE to provide support in this area to allow them to obtain power uprates. Attachment i lists the meeting attendees. is the non-proprietary version of GE's meeting handouts.
The first portion of the meeting was non-proprietary. Representatives of GE reviewed the recent history of approving small power uprates based on improved feedwater instrument accuracy. GE noted the staff is considering rulemaking to address this area and one feedwater' instrument manufacturer, Caldon, Inc., has received an NRC safety evaluation approving their technology.
The second portion of the meeting was a proprietary discussion of the methodology GE will seek to employ to receive generic NRC approval for power uprates at BWRs. As part of this presentation, GE reviewed their processes for receiving NRC approval of stretch power uprates and extended power uprates for BWRs. GE then presented the staff with their proposed 1
approach for a 1% power uprate based on improved feedwater instrumentation accuracy. GE I
presented their action plan and proposed schedule. During this portion of the meeting, GE confirmed its commitment to formally document a previously identified error in GE's licenslng topical report NEDC-32523P, " Generic Evaluations of General Electric Boiling Water Reactor j[.
Extended Power Uprate." GE had stated that the error involves transposing a set of data onto f
an incorrect column in Table 5 of the subject topical report, but neither the conclusions of its topical report nor the staff's safety evaluation report issued on September 14,1998, were adversely affected by the error.
