Peach Bottom Atomic Power Station, Units 2 and 3 Limerick Generating Station, Units 1 and 2 Implementation of Emergency Action Levels Developed from NUMARC/NESP-007 Methodology
Dear Sir / Madam:
Enclosed for NRC review and approval are revised Emergency Action Level (EAL) guidelines for PECO Energy's Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3, and Limerick Generating Station (LGS), Units 1 and 2, facilities. The revised EALs are based on the methodology described in NUMARC/NESP-007," Methodology for Development of Emergency Action Levels." The NRC has endorsed the use of NUMARC/NESP-007 guidance as documented in Revision 3 to Regulatory Guide 1.101, Emergency Planning and Preparedness for Nuclear Power Plants," dated August 1992. These revised EALs were reviewed by the plant operations organizations at PBAPS and LGS.
The enclosures to this letter provide the appropriate documentation to facilitate the NRC's review of the revised EALs. Enclosure 1 contains the information for PBAPS, Units 2 and 3, and contains the information for LGS, Units 1 and 2. Specifically, each enclosure includes the following information:

The enclosed revised EALs have been reviewed with the States and counties within the Emergency Planning Zones (EPZs) for PBAPS and LGS. These EALs will not be implemented without prior NRC approval and satisfactory completion of initial training.
Any changes to the Common Nuclear Emergency Plan (EP) and associated implementing procedures resulting from the incorporation of revised EALs will be reviewed by the PBAPS and LGS Plant Operations Review Committees (PORCs) and approved by the Plant Managers.
Changes to the EP or implementing procedures will be evaluated in accordance with the requirements of 10CFR50.54(q) to determine if the changes constitute a decrease in the g i effectiveness of the plan.

We are requesting that the NRC review and approve the revised EALs for PBAPS, Units 2 and 3, and LGS, Units 1 and 2, which incorporate the NUMARC/NESP-007 methodology, by December 1,1998, in order to facilitate training of the appropriate Emergency Response Organization (ERO) personnel by the end of June,1999.
