Changes to the Safety Analysis Report and Quality Assurance Program Description to reflect plant changes implemented during the period March 3,1997 to February 16,1998; Changes to the Emergency Plan, Fundamental Nuclear Materials Control Plan, and Transportation Security Plan to reflect plant changes implemented during the period l
November 16,1997 to February 16,1998; Certain other changes and updates to the wording in the certification application implemented during the period March 3,1997 to April 14,1998.

Dr. Carl J. Paperiello April 14,1998 GDP 98-0068, Page 2 The above changes have been reviewed in acccrdance with 10 CFR 76 and have been determined not to require prior NRC approval. Copies of evaluations performed in accordance with 10 CFR 76.68(a) are available at the site for review. Revision bars are provided in the right-hand margin to identify changes. Revision 19 will be implemented effective April 15,1998.
The Revision 19 changes to the Fundamental Nuclear Materials Control Plan and Transportation Security Plan contain certain trade secrets and conunercial and financial information exempt from public disclosure pursuant to Section 1314 of the Atomic Energy Act of 1954 (AEA), as amended, and 10 CFR 2.790 and 9.17(a)(4). In accordance with 10 CFR 76.33(e) and 2.790(b), the Revision 19 changes to these plans are being submitted under separate cover (USEC Letter GDP 98-0069).
