NRC ROUTINE RADIATION PROTECTION INSPECTION REPORTS

50-454/98008(DRS); 50-455/98008(DRS) AND NOTICE OF VIOLATION

Dear Mr. Kingsley:

On March 6,1998, the NRC completed an inspection at your Byron Genarating Station, Units 1

and 2. The enclosed report presents the results of that inspection.

The inspection was an examination of activities conducted under your license as they relate to

radiation safety and to compliance with the Commission's rules and regulations and with the

conditions of your license. Within these areas, the inspection cons!sted of selective

examinations of procedures and representative records, interviews with personnel, and

observation of activities in progress. Specifically, the inspection focused on your radioactive

material and waste shipping and solid radioactive waste management programs, as well as a

,

review of chemistry procedural adherence issues,

Overall, your staff properly implemented the radioactive material transportation program.

Radioactive shipments were packaged properly, and shipping documents were well prepared.

We also noted that the material condition of the radioactive waste tanks and associated

equipment was well maintained.

However, one violation of NRC requirements was identified, as specified in the enclosed Notice

of Violation (Notice). The violation concerned the failure to properly implement a chemistry

procedure for the degassing of reactor coolant samples. A chemistry technician omitted a step

of the procedure which resulted in the obtained samples not being valid and an additional

sample being required. Although the NRC observed notable improvements in the conduct of

chemistry sampling and analyses, this violation indicated that long standing procedure

adherence problems have not been completely resolved.

The violation is cited in the enclosed Notice of Violation, and the circumstances surrounding the

violation are described in detailin the enclosed report. Please note that you are required to

,

respond to this letter and should follow the instructions specified in the enclosed Notice when

preparing your response. In addition, please address why previous corrective actions were not

effective in preventing the enclosed violation and any actions that you plan to implement to

ensure that future corrective actions are more effective. The NRC will use your response, in

part, to determine whether further enforcement action is necessary to ensure compliance with

regulator / requirements.

In accordance with 10 CFR 2.790 of the NRC'S " Rules of Practice," a copy of this letter, the

enclosures, and your response to this letter will be placed in the NRC Public Document Room

(PDR).
