Dear Mr.Tuckerman:

Your letter dated August 31,1999, encouraged the NRC to support ABB/CE's request for a priority review of Topical Report CENPSD-397-P, " Improved Flow Measurement Accuracy Using Crossflow Measurement Technology." You stated that approval of the Crossflow topical report would enable Duke and other utilities to choose between two ultrasonic flo.v measurement j

technologies when seeking an exemption from the Appendix K 2 percent power measurement uncertainty requirements.

The N'RC has received the Crossflow topical report and is currently performing an acceptability review. If the technical informai.on in the topical report is complete and of good quality, the staff will support a priority review and would expect to complete its review of the topical report in March 2000.
