SAFETY EVALUATION REPORT: CHANGES DATED OCTOBER 10, 1997 TO THE RADIOLOGICAL EMERGENCY PLAN BACKGROUND General Atomics (GA) submitted an update to its Radiological Contingency Plan (emergency plan) dated October 10,1997, under the provisions of 10 CFR 70.32 with subsequent changes dated November 6, submitted under the provisions of 10 CFR 70.34. These submittals contained administrative changes that accommodated the general reduction of activities and resources at the GA facility.

DISCUSSION GA furnished minor administrative changes to the Radiological Contingency Plan in its October 10 submittal. These changes comprise the following:

- Changed wording to reflect the possession-only mode of operation.

- Updated names and telephone numbers. 1

- Further defined the Primary Support Group.

Identified the number of security personnel.

Specified the emergency telephone extension numbers.

Specified the location of decontamination facilities. i

Changed the Heath Physics and meteorological system location.

Adjusted the training for emergency response team members to be comparable with the l State requirements. I The November 6,1997, submittal proposed the following changes:

- Changed the refresher training for Emergency Response and Recovery Directors from annually to every 2 years. An annual exercise and familianzation visits are no longer needed for a " possession only" license, because processing is no

!- longer authorized and the risk of a radiological emergency has been greatly reduced.

- Changed the annual driil/ exercise and the offsite organization participation from annually to biennially.

These 10 CFR 70.32 changes were implemented in October 1997 and submitted on October 10,1997, with a subsequent 10 CFR 72.34 proposal dated November 6,1997. The staff has reviewed the proposed changes and determined that they do not decrease the response effectiveness of the Emergency Plan and are appropriate for the type of activities that GA is authorized to conduct under their possession only license. With these changes the Emergency Plan continues to comply with the requirements of 10 CFR Part 70.22(i). Therefore, the staff recommends that GA's license be amended by revising Safety License Condition S-23 as follows:

S-23. The licensee shall maintain and execute the response measures described in the Emergency Plan dated October 10,1997, supplemented by letter dated November 6,1997, or as further revised by the licensee consistent with the provisions of 10 CFR 70.32(i).

ENVIRONMENTAL REVIEW These changes are considered administrative, organizational, and proceduralin nature. The staff has determined that the proposed changes are not detrimental to public health and safety or the environment and are categorically excluded from the requirements to prepare a site-specific environmental assessment. Therefore, in accordance with 10 CFR 51.22(c)(11),

neither an environmental assessment nor an environmental impact statement is warranted for this action.

CONCLUSION The staff has reviewed the submittals dated October 10 and November 6,1997, and has determined that the activities are suitable under a possession-only license and comply with NRC requirements. Accordingly, the staff recommends approval of the proposed license amendment.

The Region IV Principal Inspector has no objection to these proposed actions.
