Dear Dr. Murley:
I am writing to express growing concern over the threat posed by the Yankee Rowe nuclear power plant. Officials of your own Commission have stated that Yankee Rowe is in violation of federal safety regulations and that there is a serious J
risk of meltdown and uncontrolled release of radioactivity into the environment.
This perilous situation can no longer be ignored.
There are statistics on the record that clearly show that the presstire vessel that contains Yankee Rowe's reactor core is embrittled beyond the NRC's safety standards. For -instance, NRC regulations limit the ;:eference temperature for vessel plates to 270 F6 yet the reference temperature for Yankee Rowe's lower plate was-measured at 355 F in 1990. Accordhg to these statistics, the pressure vessel is unreasonably vulnerable to sudden changes in temperature.
As you know, Yankee Rowe is currently shut down due to an electric storm and will not be operating again until the end of next week. I urge you to take advantage of this by innediately conducting the battery of tests originally scheduled for February of 1992. I believe that these tests will denonstrate that the plant l
is unfit to continue operation and must be retired.
