NUCLEAR GENERATING PLANT
Dear Mr. Wadley:

On August 5,1997, the NRC completed an inspection at your Prairio Island Nuclear
,
GeneratinD Plant. The enclosed report presents the results of that inspection,
Based on the results of this inspection, the NRC has determined that a violation of NRC
i
requirements occurred. The violation is cited in the enclosed Notico of Violation (Notice)
and the circumstances surrounding it are described in detailin the subject inspection
report.
The violation is of concern becauso it involved an inspector identified lack of awareness
about a recent procedure revision by both reactor and senior reactor operators indicating a
problem with the plant's change management pro 0 ram, in addition, we are concerned
about the inspector identified issues associated with the protection of control room
operators against the ef fects of toxic gas, especially carbon dioxide. We request that
appropriato attention be given to resolving those issues in a timely manner A followup
inspection of implementation of the maintenance rule indicated that all findings from the
maintenance rule baselino inspection were satisfactorily addressed and no new
weaknesses were identified.
You are requited to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your responso. The NRC will uso your responso, in part.
to determino whether further enforcement action is necessary to crisure compliance with
regulatory requirements.
