SUBJECT:

MEETING WITH NUCLEAR ENERGY INSTITUTE (NEI)

On February 9,1998, NRC and Nuclear Energy Institute (NEI) staff met in Rockville, Maryland to discuss the status of NRC and NEl generic activities related to grid stability and reliability and what deregulation and industry restructuring may have on the grid. Enclosure 1 is the agenda for the meeting and Enclosure 2 is a list of those who attended the meeting.

NRR staff discussed the key aspects ofits action pian. Specifically, the staff with support from Oak Ridge National Laboratory has completed visits to 5 load dispatch centers, completing about half of the total planned trips and is continuing its evaluation of the information obtained from load dispatcher center operations staff and licensee staff supporting the meetings. These trips are to be completed by the end of May. The staff expects to report to the Commission on ite fit 1 dings later this year. In addition, the staff noted that an information notice (lN) is in j

process which discusses the staff's concem about the potential impact of deregulation on the reliability and stability of offsite power supplies for nuclear plants, it is expected that this IN will be issued in the near fututo.

NEl staff discussed its parallel activities. Specifically, the subject of grid reliability has been discussed at two senior level meetings and NEl feels confident that the utilities are aware of the NRC's concems and the importance of maintaining the design basis for offsite power as changes occur in the industry. NEl had considered sending a guidance letter to utilities but has decided to wait until the staff's IN is issued and will consider sending separate correspondence at that time.

Discussions followed about significant findings from the staff's visits to dispatch centers. The staff highlighted the fact that the nuclear licensees in Califomia have been instrumerital in establishing a nuclear protocol with the independent system operator, and endorsed by the State Public Utility Commission to guarantee priority for offsite power supplies to the nuclear units in that state. The staff noted that this was a good initiative and perhaps should be
