October 3, 1999 MEMORANDUM TO': Dwight D. Chamberlain, Director Division of Nuclear Material Safety, RIV

.FROMi Larry W. Camper, Chief [0RIGINAL SIGNED BY:]

Decommissioning Branch

. Division of Waste Management, NMSS -

SUBJECT:

TECHNICAL ASSISTANCE REQUEST - US DEPARTMENT OF TRANSPORTATION SITES AT THE MONRONEY AERONAUTICAL CENTER IN OKLAHOMA CITY, OKLAHOMA As requested in your technical assistance request (TAR) dated July 2,1998, the

' Decommissioning Branch (DCB) staff has conducted a review of the subject disposal. The TAR provides background information and requests that we review the licensee's assessment

' and determine whether or not the former burial sites may be released for unrestricted use.

The licensee submitted a dose assessment on August 25,1997, using the methodology in the draft Branch Technical Position (BTP) for screening burial sites. This BTP was never finalized and is not considered appropriate to demonstrate compliance with the License Termination Rule. We contracted with Sandia National Laboratory (SNL) to review the licensee's dose assessment. SNL's review is attached. DCB staff has reviewed and concurred with this review.

In summary, staff considers that no further remediation is required and that the site may be released for unrestricted use.
