Dear Dr. Travers:

On Wednesday, August 6,1997, representatives of Little Harbor Consultants briefed the Commission on its independent assessment of Northeast Nucle r Energy Company's Employee Concerns Prograrn at Millstone. It appears that Little Harbor may bc a lhtle too independent. On the second slide used during its presentation, Little Harbor reported the results of a survey it conducted between June 16, 1997, and July 10,1997, of 239 employees and contractors at Millstone. According to Little Harbor, 100% af this sample is willing to raise safety concerns.

Attached for your information is a letter dated June 9,1997, from the NRC's Edward T. Baker to Mr.

Neil S. Carns at Northeast Nuclear Energy Company. This letter provided Mr. Carns with statistics on allegations involving Millstone received by the NRC for the calendar years 1992-1996 and 1997 to date. Mr. Baker's statistics indicate that the NRC has received 15 allegations from NNECO employees and 4 allegations from NNECO contractors in calendar year 1997. If these numbers are full year adjusted, they are comparable to, if not greater than, the numbers reported for the years 1992 1996.

The presentation by Little Harbor left the impression that the culture at Millstone had changed and there was a 100% willingness to raise safety concerns. The implicit assumption was that employees felt free to raise safety concerns to NNECO rather than to the NRC. Mr. Baker's statistics appear to contradict the Little Harbor information.

UCS strongly recommends that Little Harbor supplement its surveys and assessments with NRC allegation data. One would reasonably expect to see a reduction in allegations received by the NRC if Millstone's Employee Concerns Program were truly effective and culture at Millstone truly conducive to the free and open expression of safety concerns.
